More details have emerged about a proposed data center campus in Stillwater, in north-central Oklahoma.

News of a proposed campus in Stillwater surfaced in July, after Mayor Will Joyce posted on Facebook that the City was looking at a six-building development. Stillwater's Planning Commission then voted unanimously in favor of the project.

The campus will reportedly have "at least one, and potentially up to six, data center facilities valued at $500 million each," bringing the total potential investment up to $3bn.

The campus would be located on 400 acres north of the former Armstrong facility, land which is owned by the State. Specifically, it is south of East Richmond Road, north of East Airport Road, east of North Perkins Road, and west of North Jardot Road.

A draft economic development plan from Stillwater officials outlining tax exemptions for the campus said the unnamed company behind the project is a “leading company specializing in artificial intelligence and data processing,” acting through a subsidiary entity, Kipper LLC.

The plan notes each phase will include a data center comprised of approximately 300,000 square feet (28,870 sqm).

Kipper LLC reportedly plans to develop two phases “in the near term,” though further timelines weren't shared.

Stillwater is looking to receive PILOTs (payment in lieu of taxes) for "community betterment" alongside each phase of development – phase one would see a PILOT of $867,000.

The Stillwater News Press notes City staff are working through the requirements to meet the franchise ordinance regarding OG&E to provide electricity to the facilities.

Oklahoma in general does not have a huge data center market. March 2024 saw plans for a 340-acre data center project in Tulsa announced, and in May 2024, Tonaquint completed an upgrade to an Oklahoma City data center which it acquired from EdgeX in 2023.

Google operates a data center campus to the east of Tulsa in Pryor, Mayes County. Announced in 2007, it launched a facility there back in 2011 and has expanded at regular intervals since.

TierPoint operates several data centers in Tulsa. A crypto firm is planning a 200MW campus in Muskogee.
