Lorraine Carlos Salazar is Senior Knowledge Expert with McKinsey & Company’s Singapore

Office and a Leader of the Firm’s Telecom, Media and High Tech Practice. She leads McKinsey’s

TMT Infrastructure Strategy Service Line serving clients in Asia, Europe, Middle East and Africa on infrastructure assets strategy (such as data center, towers, fiber and subsea cables), fixed and mobile network technologies and regulatory strategy.

Lorraine is passionate about helping solve challenges to ensure that digital infrastructure —key

infrastructure that enable us to connect, live, learn, work and play—are built in an ubiquitous, robust, environmentally and financially sustainable manner. She has over 15 years of management consulting, policy and academic experience in the telecoms and ICT sector.

Prior to joining McKinsey, Lorraine was Visiting Research Fellow at the Institute of Southeast Asian Studies (ISEAS-Yusoff Ishak Institute) writing and researching on Malaysia and the Philippines; lead research fellow on the Philippines for LirneAsia covering telecoms and ICT topics, assistant professor at the University of the Philippines and lecturer at Essec Asia Business Center Singapore.

Lorraine earned a PhD in Political Science and Southeast Asian Studies (Telecoms Regulation) from the Australian National University and a BA-MA in Political Science from the University of the Philippines.
